Five independent United Nations human rights experts have voiced concern over the safety of Sikh activist Moninder Singh in Canada after he received four official warnings about serious threats to his life since 2022. They have called on the Canadian government to ensure the protection of Singh and his family, expedite its investigation, and hold those responsible to account.

Toronto: Five independent UN human rights experts have urged the Canadian government to take all necessary steps to safeguard Sikh activist Moninder Singh and his family following repeated warnings of threats to his life.

The appeal was made in a letter dated 3 June 2026, which was released publicly around two months later under the UN’s standard communications procedure. The letter highlights concerns over alleged foreign threats and acts of intimidation directed at Singh.

According to the communication, Canadian authorities have issued Singh with four “duty to warn” notices since 2022. Such notices are issued when law enforcement possesses credible information indicating a serious and imminent threat to an individual’s safety.

Family also warned of potential danger

In February 2026, Canadian police warned Singh and his family that they could be at risk. His wife and children were also informed of the potential threat.

The UN experts said that while Canadian authorities had notified Singh of the risks, there has been little public information about the measures taken since February to provide ongoing protection and security for him and his family.

They also urged Canada to accelerate its investigation, ensure those responsible are held accountable, and provide appropriate remedies to those affected. The experts added that authorities should also consider the safety of other individuals in Canada who may be facing foreign intimidation or transnational repression.

Who is Moninder Singh?

Moninder Singh is a Sikh rights activist in Canada who has been associated with the pro-Khalistan movement. He has been linked to the Sikh Federation of Canada and was a close associate of the late pro-Khalistan activist Hardeep Singh Nijjar.

Singh has previously raised concerns before the Canadian Parliament about the country’s “duty to warn” process, arguing that individuals who receive threat notifications are often left to arrange their own security.

Security concerns amid Canada–India tensions

The concerns surrounding Singh’s safety come against the backdrop of strained relations between Canada and India.

Following the killing of Hardeep Singh Nijjar in Canada in 2023, then Canadian Prime Minister Justin Trudeau alleged possible links to the Government of India. India strongly rejected the allegations.

In the aftermath of Nijjar’s death, several Sikh activists in Canada reportedly received police warnings about potential threats to their lives. Reuters reported in 2024 that Moninder Singh had already been warned on multiple occasions of an imminent assassination threat.

The UN Special Rapporteurs and independent human rights experts who signed the letter do not represent the official position of the United Nations. However, their communication underscores broader concerns over alleged foreign interference, transnational threats, and the protection of human rights in Canada.
