New Delhi: Delhi Legislative Assembly Speaker Vijender Gupta on Tuesday asserted that a vigilant society and future-ready legislatures are the two indispensable pillars for achieving the vision of Viksit Bharat 2047, calling for a strong partnership between informed citizens and responsive democratic institutions.

Addressing the Plenary Session-II of the Commonwealth Parliamentary Association (CPA) India Region Zone-II (North Zone) Conference at the Haryana Legislative Assembly, Gupta said a developed India should be measured not only by economic prosperity but also by the strength of its institutions, citizen awareness and a shared sense of national responsibility.

Emphasising the role of democratic participation, he remarked that while citizens provide democratic vigilance, legislators must provide democratic direction, ensuring that public aspirations are translated into tangible outcomes.

Highlighting India’s rapid progress, Gupta pointed to achievements in digital public infrastructure, renewable energy, space technology and public service delivery, while noting that the country has successfully preserved the sanctity of its democratic institutions amid major social, economic and technological transformations.

The Speaker also outlined key challenges that legislatures must prepare for in the coming decades, including the rise of artificial intelligence, climate change, cybersecurity threats, rapid urbanisation and the need to equip India’s youth for a knowledge-driven economy.

Calling for institutional reforms, Gupta stressed that future challenges cannot be addressed with outdated tools. He cited the National e-Vidhan Application (NeVA) and the Delhi Assembly’s efforts towards technology-driven, transparent and citizen-centric governance, while cautioning that technology should assist—not replace—human wisdom, accountability and parliamentary deliberation.

Concluding his address, Gupta said the success of Viksit Bharat 2047 would depend on a powerful synergy between responsible citizen participation and legislatures guided by integrity, foresight and vision.

Earlier in the day, Gupta paid a courtesy visit to Haryana Governor Prof. Asim Kumar Ghosh at Lok Bhavan in Chandigarh and presented him with “Shatabdi Yatra”, a coffee table book chronicling the centenary journey and democratic legacy of the Delhi Legislative Assembly.
