New Delhi: The Delhi Government has begun drafting the Delhi Semiconductor Policy under Chief Minister Rekha Gupta, with a focus on attracting investment, strengthening research and development, promoting skilling, and building a robust semiconductor ecosystem in the national capital.

The proposed policy seeks to position Delhi as a major hub for semiconductor design, advanced research, and assembly-related activities, in line with Prime Minister Narendra Modi’s vision of an Atmanirbhar Bharat. The initiative will cover the full ecosystem, including semiconductor design, research and innovation, Assembly, Testing, Marking and Packaging (ATMP), Outsourced Semiconductor Assembly and Testing (OSAT), talent development, and support for startups.

Officials said the policy is being designed around five key pillars aimed at strengthening Delhi’s role in high-value segments of the semiconductor value chain. These include promoting intellectual property development, expanding R&D capabilities, supporting manufacturing-enabling activities, enhancing workforce skills, and fostering an industry-driven startup ecosystem.

Chief Minister Rekha Gupta said the policy would combine financial and non-financial incentives to improve ease of doing business, reduce operational costs and encourage innovation. Measures under consideration include capital subsidies, infrastructure support and alignment with national programmes such as the India Semiconductor Mission.

The government expects the policy to attract investment from fabless semiconductor firms, startups and advanced packaging units, while also supporting ancillary industries linked to testing, packaging and semiconductor inputs.

The policy is also expected to generate high-quality employment opportunities in chip design, semiconductor research and advanced packaging. Targeted training programmes, internships and industry-academia partnerships are proposed to support skilling and talent retention.

Emphasising the strategic importance of semiconductors, the Chief Minister said the policy would contribute to building a sustainable and globally competitive semiconductor ecosystem in Delhi, while reinforcing India’s broader technological and economic ambitions.
