The term ‘Form 47 government’ has been frequently used by Imran Khan’s party to accuse the Shehbaz Sharif regime of manipulating the 2024 Pakistan election results. India used it to take a swipe at Pakistan at the UNGA.
India launched a sharp attack on Pakistan at the United Nations, calling the Shehbaz Sharif regime a “Form 47 government” and accusing Islamabad of creating “Frankensteins” that it has now lost control of. The term ‘Form 47 government’ has been frequently used by Imran Khan’s party to question the legitimacy of the Sharif-led coalition, which came to power in 2024.
“Nothing more can be expected from a Form 47 government,” India’s first secretary Raghoo Puri said at a UNGA session, accusing Pakistan of putting its energy into “narrative building” and spreading misinformation instead of fighting terrorism. “If efforts had been made in countering terrorism, the world would have been a better place,” Puri said.
WHAT INDIA SAID ON PAKISTAN AT UNGA?
Showing the mirror to Pakistan on terrorism, the Indian diplomat said Islamabad was now facing a damning reality. Puri underlined that the terror networks Pakistan once nurtured had now come back to haunt it.
“Pakistan casts itself as a frontline state and a victim, masking the fact that the Frankensteins it created and lost control over have moved from wreaking havoc in neighbouring countries to doing the same at home,” he said.
Puri said the “dark secret” was acknowledged by Pakistan’s own leaders. The Indian diplomat likely hinted at startling remarks made by Punjab chief minister Maryam Nawaz last month in Lahore.
Maryam, the daughter of former PM Nawaz Sharif, said her province faced a bigger threat from neighbouring Pakistani provinces than from neighbouring countries.
“You can’t run with the hares and hunt with the hounds,” the Indian diplomat said.
However, what grabbed attention was Puri’s reference to the Sharif regime as a ‘Form 47 government’. What is Form 47, and why is the current regime called a ‘Form 47 government’?
WHY IS THE SHARIF REGIME CALLED ‘FORM 47’ GOVT?
To understand the term, we need to go back to February 2024, when Pakistan election results were declared. The polls were marred by allegations of rigging and result manipulation. Imran Khan’s Pakistan Tehreek-e-Insaf (PTI) had alleged that the Sharif regime was installed by army chief Asim Munir by manipulating votes.
At the heart of the controversy were Form 45 and Form 47, which officially document the election results.
Form 45 is used to maintain a record of votes polled at a polling station. It contains essential details, including the polling station number, the number of registered voters, votes cast, and a breakdown of votes received by each candidate.
Thus, this form is crucial for compiling results at the constituency level.
Form 47, on the other hand, is used to compile the consolidated provisional results of a constituency. It is prepared after the polling station results are compiled.
In simple terms, it is a constituency-level record prepared by the returning officer that lists the votes received by candidates, the total number of votes polled and rejected votes.
Imran Khan’s PTI, whose candidates contested the 2024 election as independents after the party was barred from using its poll symbol, alleged that the figures recorded in Form 45 did not always match Form 47 data in several constituencies.
The party claimed that several PTI-backed independents had actually won according to the polling station results, but were subsequently shown as having lost when the constituency-wide results were compiled in Form 47.

FOCUS ON 2024 PAK ELECTIONS
The final results showed that despite being jailed, Imran Khan’s popularity was intact. PTI-backed independents emerged as the largest force, winning 101 seats. However, the PML-N, which had the blessings of the Pakistani army, eventually formed the government with a broad coalition of allies.
PTI-backed independents also garnered the most vote share (31%), followed by PML-N (24%) and PPP (14%).
Since then, the PTI has used the ‘Form 47’ jibe to allege that Sharif came to power by manipulating Form 47s, and thereby the election results.
The issue was also highlighted in a report by the Commonwealth Observer Group (COG) last year. The report, according to The Dawn, found that “a significant number of Form 47s had been altered”.
“In several constituencies, the COG reviewed documentation that suggested that Form 45s may have been altered to change the total number of votes received by candidates, and that these altered forms were used to compile the tabulated results on Form 47s, resulting in some candidates being illegally returned as elected,” the report said.
This is why India raking up the issue at an international forum like the UN is significant. It is not merely a criticism of the Pakistani government, but it also brought into focus the controversy surrounding the legitimacy of the 2024 elections.
