5-Year DSEU–MAAC Alliance, 20,000-Student Film Hackathon and AVGC-XR Policy Push Aim to Prepare Youth for Global Creative Careers
New Delhi: Delhi Education, Higher Education and Technical Education Minister Ashish Sood has unveiled an ambitious roadmap to position the national capital as India’s leading hub for the fast-growing creative economy, launching a series of initiatives that integrate higher education, industry collaboration and skill development.
At the heart of the initiative is a five-year partnership between the Delhi Skill and Entrepreneurship University (DSEU) and MEL Training & Assessments Ltd., the parent company of Maya Academy of Advanced Creativity (MAAC), to introduce university-recognised degree programmes in animation, visual effects, gaming and other creative disciplines.
Under the agreement, MAAC will develop industry-focused curricula and facilitate placements, while DSEU will provide academic infrastructure, conduct examinations and award recognised degrees. The programmes will be aligned with the National Education Policy (NEP) and the National Credit Framework (NCrF), enabling students to pursue higher education and global career opportunities.
Presenting his vision for Delhi’s creative ecosystem, Ashish Sood announced three flagship initiatives designed to strengthen the capital’s position in the country’s emerging “Orange Economy.”
The first is the DSEU–MAAC Degree Partnership, offering Class 12 graduates an industry-integrated, university-recognised pathway into high-growth creative professions.
The second is the National Film & Design Hackathon, a free “Learn By Doing” programme that will provide practical digital content creation training to 20,000 Delhi school students, introducing them to careers in media, design and digital entertainment.
The third initiative is the formation of the Delhi Creators & AVGC-XR Federation, bringing together over 300 animation, gaming and technology professionals to assist the Delhi Government in framing a progressive, industry-oriented policy for the AVGC-XR sector.
The initiatives align with the Government of India’s vision of promoting Animation, Visual Effects, Gaming, Comics and Extended Reality (AVGC-XR) as a key sunrise sector. With the industry expanding at an estimated 16-17 per cent annual growth rate and expected to require nearly 20 lakh skilled professionals by 2030, the Delhi Government’s strategy seeks to equip young talent with industry-ready skills while strengthening the capital’s role in India’s creative economy.
By combining school-level exposure, university-recognised education and strong industry participation, Ashish Sood’s initiative aims to advance the national vision of “Create in India, Create for the World” and establish Delhi as a global destination for creative talent.
