Tax Waivers, Interest Subsidies and OEM Discounts to Benefit Over 2 Lakh Truck and Bus Owners Across Delhi-NCR

New Delhi: In a major push to curb vehicular pollution and modernise commercial transport, the Delhi Government has approved the implementation of the Centre’s PARIVARTAN (Programme for Accelerated Renewal and Incentivisation of Vehicle Assets for Reducing Transport Air Pollution and Network Emissions) scheme, offering substantial financial incentives for replacing old commercial vehicles with cleaner BS-VI and electric alternatives.

Approved by the Delhi Cabinet, the scheme seeks to phase out ageing, high-emission trucks, buses and goods carriers across the Delhi-NCR region. Chief Minister Rekha Gupta said the initiative would significantly strengthen Delhi’s clean transport ecosystem while reducing transport-related emissions through the adoption of modern, low-pollution vehicles.

Under the scheme, owners of BS-IV and older Light Goods Vehicles (LGVs) who scrap their vehicles and purchase new electric LGVs will receive a 100% exemption on motor vehicle tax and registration fees for 10 years, along with a 5% interest subvention, 8% manufacturer (OEM) discount, and fuel vouchers or an equivalent one-time financial benefit. Buyers opting for used electric LGVs will receive a 50% motor vehicle tax exemption for 10 years, the interest subsidy and the one-time fuel benefit.

For owners of Medium Goods Vehicles (MGVs) and Heavy Goods Vehicles (HGVs), the scheme provides similar incentives when replacing BS-IV or older vehicles with new BS-VI or electric models, including full tax and registration fee waivers, interest support, OEM discounts and fuel benefits. Those purchasing eligible used vehicles will also receive reduced tax concessions and financial support.

The initiative also extends to old buses, which can be replaced with BS-VI CNG or electric buses while availing the same incentives. Additionally, eligible vehicle owners will receive relief from pending road tax and fitness penalties outstanding for more than a year. The scheme also allows BS-IV commercial vehicles to be sold in non-NCAP cities outside the NCR, instead of mandatory scrapping.

According to the Delhi Government, nearly 2.07 lakh truck and bus owners across Delhi-NCR are expected to benefit from the programme. The administration believes the large-scale replacement of ageing commercial vehicles will play a crucial role in lowering air pollution and accelerating the transition to cleaner mobility.

Chief Minister Rekha Gupta said the initiative complements the objectives of the Delhi EV Policy-2026, promoting electric mobility and cleaner commercial transport. She added that the scheme will be managed through a dedicated digital portal developed by the Ministry of Road Transport and Highways, ensuring a transparent, efficient and user-friendly application process.
