One-day workshop trains Standing Committee Chairpersons as Delhi Assembly prepares digital platform to enhance accountability, transparency and evidence-based policymaking.
New Delhi: The Delhi Legislative Assembly on Tuesday organised a one-day capacity-building workshop for Chairpersons of its Financial Committees and Department-Related Standing Committees (DRSCs), with Speaker Shri Vijender Gupta underlining the critical role of committee-led scrutiny in strengthening legislative oversight, executive accountability and good governance.
Inaugurating the workshop, Gupta described the committee system as one of the strongest pillars of parliamentary democracy, stating that detailed examination of policies, public expenditure and government programmes takes place through Standing Committees, helping improve governance through evidence-based recommendations. He said the newly appointed Chairpersons have an opportunity to reinforce transparency, accountability and institutional excellence.
The workshop focused on the constitutional, procedural and functional responsibilities of committee leadership. Parliamentary Affairs expert Shri V. Satish emphasised that effective Standing Committees are essential for strengthening democratic institutions and called for regular meetings, bipartisan deliberations, greater engagement with experts and systematic follow-up on committee recommendations.
Deputy Speaker Shri Mohan Singh Bisht highlighted that informed leadership and constructive deliberations are vital to ensuring effective legislative scrutiny and executive accountability.
As part of its institutional modernisation efforts, the Delhi Legislative Assembly also announced the development of a unified digital portal for Committee Chairpersons and Members. The platform will provide seamless access to agenda papers, committee reports, research material and other official documents, enabling better preparation, informed decision-making and more efficient committee functioning.
The workshop brought together Chairpersons of Financial and Department-Related Standing Committees, senior Assembly officials and governance experts to promote best practices and strengthen the legislature’s oversight framework.
