New Delhi: The Delhi Government is set to introduce a modern e-Cabinet system aimed at making Cabinet proceedings paperless, faster, more secure and transparent, Chief Minister Rekha Gupta said after holding detailed discussions with experts from the National Informatics Centre (NIC).

Under the proposed system, Cabinet notes, agendas, annexures, decisions and minutes will be prepared, shared and securely accessed through a digital platform. Ministers and senior officials will be able to access the required documents on tablets during Cabinet meetings.

The system will provide different levels of digital access to ministers and officials according to their responsibilities. Authorised officials, including the Chief Secretary, Principal Secretaries and departmental secretaries, will be able to access relevant documents while strengthening the protection of confidential information through cybersecurity and data encryption.

The proposed platform will also enable Cabinet notes to be submitted, examined, approved, forwarded to concerned officials and securely preserved as digital records. The move is expected to reduce processing delays and make administrative coordination more efficient.

A key feature will be continuous monitoring of action taken by departments on Cabinet decisions, helping ensure time-bound implementation and greater accountability.

According to the Chief Minister, the system will substantially reduce dependence on paper-based Cabinet files, cut printing and document-maintenance costs, improve transparency, strengthen document security and facilitate faster implementation of government decisions.

During the meeting, NIC experts briefed Chief Minister Gupta on e-Cabinet systems already implemented in several states and their reported benefits in improving administrative efficiency, speed and transparency.

“Our priority is to ensure that better administrative decisions enabled by technology directly benefit the people of Delhi,” Rekha Gupta said, stressing that the government’s objective was not merely digitisation but faster, more transparent, secure and accountable governance.
