Pankaj Nath, Assam: Assam’s senior IAS officer Dr. Barnali Deka has been appointed as Joint Secretary in the Government of India, a development that has sparked widespread pride and celebration across the state. The nomination is being hailed as a landmark achievement for a woman officer from Assam and is expected to inspire future generations of female leaders.Dr. Deka has held key administrative posts across Assam, serving as Deputy Commissioner of Barpeta, Golaghat, Goalpara, Kokrajhar and Nalbari districts. She has also been Principal Secretary of the General Administration Department. Under her leadership, several district- and region-level initiatives achieved measurable improvements in local development and administrative efficiency. Her previous roles include Vice Chairman and Chief Executive Officer of the Guwahati Metropolitan Development Authority, Director (Processes) of the Assam Skill Development Mission, and Executive Director of the Sarva Shiksha Abhiyan. She has served as Secretary in departments such as Health, Urban Development, Bodo Territorial Council Affairs, Capacity Building, Empowerment and Enterprise Development. Dr. Deka also served as Director of the Assam Administrative Staff College and the Bodoland Administrative Staff College. Academically accomplished, Dr. Deka holds a B.Tech in Computer Science, an MBA in Systems and Operations (with Finance as a minor), an LLB, and a PhD in Commerce. Her education includes St. Mary’s School, Guwahati; Delhi Public School, R.K. Puram; RV College of Engineering, Bengaluru; and IIT Bombay. Early in her career she worked as a business analyst and engineer with Tata Consultancy Services and ANZ Bank. Dr. Deka topped the UPSC selection in two different services: she secured the 82nd rank to join the Indian Police Service and later the 16th rank to enter the Indian Administrative Service. Her public service has earned several honors, including the Prime Minister’s Award for Excellence in Public Administration, two National e-Governance Awards, two National Water Awards for water management, and recognition as Best District Election Officer. She is also a recipient of the Chief Minister’s Karmashree Award. Her innovative administrative initiatives have been acknowledged by national and international institutions such as the United Nations Development Programme, NITI Aayog, the Institute of Administrative Reforms, and the Department of Public Grievances. Notably, Kokrajhar’s “One District — One Product” model and community-participation nutrition programs led by her have been adopted as case studies. During her 2009 IAS training, she was honored with the L.V. Reddy Memorial Award as the best trainee from the Northeast at the Lal Bahadur Shastri National Academy of Administration, Mussoorie.Dr. Deka’s elevation to the post of Joint Secretary is being seen not only as a personal milestone but also as the beginning of a new chapter in women’s administrative leadership in Assam.
