New Delhi: In a major push towards technology-driven governance, the Delhi Government has accelerated the implementation of the SVAMITVA (Survey of Villages and Mapping with Improvised Technology in Village Areas) scheme to create secure digital property records for residents of Lal Dora and Abadi villages. Chief Minister Rekha Gupta reviewed the progress of the initiative, which aims to replace decades-old informal property documentation with authenticated digital records and QR-enabled Smart Property Cards.

The government said the initiative will provide eligible property owners with digitally verified PVC Smart Property Cards carrying a unique Property Identification Number (PID), offering transparent and secure documentation of ownership and occupancy.

According to the government, 48 villages have been brought under the scheme in collaboration with the Survey of India. Property surveys have been completed in 30 villages, where final Property Cards have already been prepared. Surveys covering 12,232 properties have been completed, with 8,423 properties found to be dispute-free, enabling the issuance of Smart Property Cards. Officials said all surveyed properties in South and North West Delhi are free of disputes, while verification continues in other districts.

The Chief Minister said the initiative would address long-standing challenges arising from the absence of authenticated property records in Lal Dora areas by using modern digital mapping and record management systems. She added that the government plans to organise a special event for the distribution of Smart Property Cards to eligible beneficiaries.

Under the seven-stage implementation process, Lal Dora boundaries are first demarcated, followed by drone-based aerial surveys conducted by the Survey of India. Revenue officials then verify the maps on the ground before each property is assigned a unique PID. The verified records will subsequently be integrated with the Delhi Online Registration Information System (DORIS) to enable real-time updates.

The Smart PVC Property Cards will include details such as the occupant’s name, property area, Bhu-Aadhar number, village, district and co-occupant information. Each card will also feature a QR code linking to the property’s Digital Form-13, containing a detailed property sketch, boundary information, neighbouring property details, official digital signatures and a legally valid Certificate of Occupancy under the Delhi Abadi Deh Survey and Record Management Rules, 2025.

The Delhi Government said the SVAMITVA initiative is designed to establish a transparent, reliable and digitally integrated property management system for rural areas of the Capital, while simplifying property-related administrative processes and improving the security of land records.
